Shepherd Appointed To Major Government Property Framework

Shepherd Chartered Surveyors has secured a place as a supplier on the Crown Commercial Service (CCS) RM6343 Estate Management Services 2 (EMS2) framework.

This agreement stands as one of the UK's most significant property advisory frameworks, designed to help public sector organisations manage their land and buildings effectively.

The CCS, an executive agency of the Cabinet Office, streamlines procurement to ensure the taxpayer receives maximum value. In the 2023/24 period alone, the CCS generated £4.9 billion in commercial benefits for the public sector.

Shepherd has been appointed to five core lots within the framework, allowing the firm to provide a "one-stop-shop" for property solutions. These categories include:

- Lot 2: Estate (Property) Management

- Lot 3: Agency & Lease Management

- Lot 5: Valuation & CPO

- Lot 6: Business Rating Services

The framework is available to all UK central government departments, local authorities, and health, education, and emergency services. By using this compliant procurement route, these bodies can reduce costs, identify opportunities to generate income from assets, and dispose of unwanted property.

Adam Honeyman, partner at Shepherd, said: "The framework allows key stakeholders, such as central government departments, local government departments, health, education and emergency service organisations to place orders with us in relation to commercial property services throughout Scotland.

"It enables CCS customers to reduce their property costs; release unwanted property assets; identify savings and opportunities to generate income from land and buildings; adopt innovative and lean process principles; and deliver social value relevant to their needs.

"The framework is designed to provide public sector organisations with a simplified and cost-effective means of sourcing services by offering customers a 'one stop shop' solution to property related services.

"It is free, fast and simple to use, providing value for money for customers, given the competitive fixed rates, as well as providing social value and sustainability."

The instruction process is designed to be straightforward, offering quick access to a wide range of expertise. Furthermore, Shepherd's affiliated company, Hardies Chartered Surveyors, will act as an approved sub-contractor to provide additional services under the framework.
