Scottish Government Unveils £30 Billion Infrastructure Strategy

The Scottish Government has published its draft Infrastructure Strategy, outlining a £30 billion capital investment programme designed to modernise national assets through to March 2030.

The strategy, released alongside the 2026-27 draft Budget and Scottish Spending Review, provides a ten-year framework to address economic growth, climate resilience, and public service reform.

At the centre of the announcement is the Infrastructure Delivery Pipeline, which currently features £11.1 billion in specific, approved projects. Government officials have confirmed that further developments will be added to this pipeline as business cases reach the required approval stages.

Key construction and development priorities within the strategy include:

- Housing: £4.1 billion in public funding to deliver 36,000 additional affordable homes, with a target of at least 70% of these for social rent.

- Healthcare: Targeted capital investment for the NHS estate to improve structural resilience and facilitate the modernisation of facilities.

- Transport: A £1.2 billion commitment to renewing the national rail fleet and ferry vessels, alongside continued investment in the project to dual the A9 between Perth and Inverness.

- Justice: More than £700 million allocated for HMP Glasgow and HMP Highland to increase the capacity of the prison estate.

- Environment: Close to £300 million for natural infrastructure, specifically targeting woodland creation and peatland restoration.

Finance Secretary Shona Robison highlighted the strategic necessity of the investment: "Infrastructure is essential to Scotland's health, economy and environment. It underpins the crucial public services that people rely on every day. To ensure Scotland's infrastructure remains responsive to our evolving needs we must make smart, strategic choices: renewing and adapting our asset base, investing in prevention, and leveraging private investment where appropriate."

She further noted the specific drivers behind the multi-billion-pound plan: "The First Minister has been clear about this government's priorities – with economic growth, tackling child poverty, meeting the challenge of climate change, and investment in and reform of our public services at the heart of our drive to deliver the infrastructure Scotland needs and deserves."

The strategy emphasises a focus on "smart choices," which includes the maintenance and repurposing of existing assets alongside new builds. The government intends to use this framework to leverage private investment where suitable to supplement public spending over the next decade.
