Preparatory construction works have officially begun on the fourth section of the A9 Dualling Programme, specifically the area between Tay Crossing and Ballinluig.
The construction contract for this 8.2-kilometre (five-mile) upgrade from single to dual carriageway was awarded to Wills Bros Civil Engineering Ltd in Summer 2025.
The Scottish Government investment in this section totals EUR 257 million (at Q2 2025 prices).
The initial preparatory works, which began this Autumn and are anticipated to continue into early 2026, include:
Site Establishment: Creation of a temporary site compound and office space between Guay and Kindallachan.
Access Creation: Establishment of new access points along the section for construction traffic.
Clearance: Tree felling operations and site clearance.
Utility Diversions: Necessary works to facilitate utility diversions for the main construction project.
Cabinet Secretary for Transport, Fiona Hyslop MSP, confirmed the broader commitment: "Works are now visible across the Southern and Northern extents of the A9 Dualling Programme and this progress will continue in line with our commitment to see the A9 fully dualled by 2035."
During these initial works, temporary traffic management will be required between Jubilee Bridge and Ballinluig to ensure the safety of both workers and road users.
Wills Bros Civil Engineering Ltd will also hold ‘Meet the Contractor’ events for local residents, communities, and businesses to share their construction plans and detail future traffic management layouts.
