A new Kinneil Estate Masterplan 2026–2036, due to be debated by Falkirk Council’s Executive on Wednesday, 6 November 2025, has outlined how the 76-hectare estate in Bo’ness will be managed and developed over the next decade. The plan focuses on safeguarding Kinneil’s significant heritage, improving visitor facilities, and enhancing biodiversity to support climate action.

The Masterplan represents the largest planned investment in any park previously managed by Falkirk Community Trust. Early proposed funding includes:

• £200,000 allocated for play area upgrades in 2025/26.

• £84,000 designated for the Hidden Heritage Trail.

• A £200,000 capital bid for 2026/27, which is intended to attract significant further external funding and planning contributions.

This planned investment builds on more than £1 million already invested in Kinneil Estate since 2015 by various partners including Falkirk Council, Falkirk Community Trust, and Historic Environment Scotland.

The plan was developed after extensive consultation, which saw more than 75% of respondents supporting the overall vision. Feedback strongly favoured protecting both the estate's heritage and its natural environment.

The Masterplan focuses on five key themes for development:

• Growth and Visitors: Improving paths, signage, accessibility, and visitor facilities, including toilets and refreshments.

• Sustainable Management: Enhancing habitats and biodiversity to support the Council’s Net Zero by 2030 target.

• Heritage and Education: Finding new ways to share the "Kinneil Story".

• Community Engagement and Funding and Innovation.

Michael McGuinness, Head of Growth, Planning, Sport and Culture, said the plan aims to give the estate a "clear direction for the next decade."

"It focuses on protecting the park’s ecologically rich assets, improving facilities, and managing it sustainably for the future," he said.

"By combining Council funding with external support and community input, we can make sure Kinneil remains a valued asset for residents and visitors alike."

If approved, the Masterplan's delivery would be co-ordinated through the Kinneil Estate Advisory Group, bringing together the Council, community organisations, and funding partners.
