Dundee Unveils Five-Year Plan For Affordable Housing Delivery

Dundee City Council has launched its new Strategic Housing Investment Plan (SHIP), a key document outlining the city's affordable housing priorities until 2031.

The plan aims to ensure the continued successful delivery of new-build affordable housing for rent, often on vacant sites to revitalise historical communities.

The SHIP reveals that more than 340 affordable new homes were built in Dundee in the 2024/25 financial year, with a further 286 homes currently under construction.

Kevin Cordell, convener of Dundee City Council's neighbourhood, housing and communities committee, affirmed the council's commitment. "The SHIP continues to demonstrate the council's commitment to quality affordable housing for rent for the people of the city," he said, noting the crucial efforts of Registered Social Landlord (RSL) partners.

A core focus of the new plan is energy efficiency and accessibility. All new-build properties constructed under the SHIP must meet or exceed current Energy Efficiency Standards for Social Housing. The council is also including measures such as solar energy where appropriate to help reduce fuel poverty and cut carbon emissions.

The 2026/31 plan includes specific accessibility targets:

• Creating ten social rented wheelchair standard houses each year.

• Delivering additional accessible housing for adults with learning, physical, or mental health disabilities, enabling them to receive care and support within their local community.

The council acknowledged that high prices for material and labour continue to be significant challenges when delivering the SHIP. Furthermore, while redeveloping previously occupied sites is an opportunity for community revitalisation, these areas often pose additional difficulties during construction.

Funding for the projects identified in the SHIP comes from the Scottish Government, Dundee City Council, and RSL tenants. The neighbourhood resources, housing and communities committee is due to meet on Monday, 27 October 2025.
