Scottish Borders Housing Association (SBHA) has appointed David Chalmers as Director of Development, taking up the role in January 2026.
David brings extensive experience in housing and property development, most recently serving as Senior Development Manager at Populo Living, the London Borough of Newham's housing development company, where he oversaw large-scale mixed-tenure housing projects. His expertise in delivering innovative and socially-focused housing schemes will support SBHA's expanding new-build programme across the Scottish Borders.
In his role, David will lead SBHA's investment in new homes and regeneration projects, driving strategic partnerships to increase the local housing supply. His appointment comes as the organisation advances its 2025-30 Strategic & Business Plan, which outlines ambitious plans to expand the provision of safe, sustainable, and affordable homes while investing in community regeneration.
Julia Mulloy, SBHA Chief Executive, said David's experience in managing complex development projects will be vital to delivering the association's growth strategy and increasing affordable housing across the region.
