ABC Developing New Oban Strategic Development Framework

Argyll and Bute Council has begun a major conversation with Lorn communities to develop a long-term Strategic Development Framework (SDF) for the sustainable growth of the Oban area.

The development of the 20- to 40-year vision is mandated by the Council's Local Development Plan 2 (LDP2), which identifies Oban as a key growth area due to its existing transport infrastructure (including the A85, rail, airport, and ferry services) and its location at the heart of the Tobermory to Dalmally growth corridor.

Focus on Critical Infrastructure

The SDF will consider how to enable sustainable development while balancing the need for growth with the area’s natural environment. The framework will take into account the need for providing critical infrastructure, including:

• Schools and Housing

• Roads and Public Transport

• Utilities and Business Space

• Active Travel routes

Initial engagement, which began last week with local community councils, is focusing on strategic-level issues and possible scenarios for future development.

The Leader of Argyll and Bute Council, Councillor Jim Lynch, said: "The development of this framework is an exciting opportunity to positively plan for the future of our area. It is important that we balance the need for growth with the area’s outstanding natural environment, but by working together we can ensure that growth is well-managed, sustainable, and enhances the quality of life for current and future residents."

The Council has appointed independent agency Ironside Farrer to support the development of the framework. Views gathered from the community will directly shape the SDF, which will then be subject to a formal consultation process as part of the Local Development Plan 3 (LDP3), expected in 2027/28.
