Moray Council and the Elgin Neighbourhood Board have announced the appointment of MBLA Design, a landscape architect firm, as the lead design team to develop the Cooper Park Masterplan. The plan will provide a clear framework to guide future investment and ensure the park remains a "vibrant and inclusive space" at the heart of Elgin.
Working closely with the Neighbourhood Board, MBLA will produce a masterplan that includes proposed facilities, landscaping, paths, lighting, and signage. The firm will also undertake a feasibility study for the park's pavilion, identify suitable sites for new facilities such as a pump track and bouldering, and enhance biodiversity.
Moray Council Leader, Councillor Kathleen Robertson, said the appointment was "another important step in delivering the investment Elgin needs." Jenny Urquhart, Chair of the Elgin Neighbourhood Board, added that the masterplan will help "reimagine what the park can offer" while protecting its character and biodiversity.
Matt Benians, Director of MBLA, said he was "delighted" to be involved in the future of the park, which was originally laid out at the beginning of the 1900s. The masterplan is expected to be completed by Spring 2026.
