Moray Council has provided an update on the progress of its two major regeneration programmes: the Moray Growth Deal (MGD) and the UK Government's Levelling Up Fund (LUF).
In the first quarter of the 2025/26 financial year, more than £2 million was invested across various projects aimed at transforming Moray's economy, town centres, housing, transport, and cultural assets.
Moray Growth Deal (MGD)
A total of over £1.4 million was invested in the Moray Growth Deal in Q1. This £100 million partnership between the Scottish and UK Governments, Moray Council, and regional partners is seeing significant progress on key projects.
Key milestones achieved include:
• Bus Revolution: The purchase of four new low-emission buses for £519,000 to improve sustainable transport.
• Early Years STEM Centre: Ongoing construction of the new science, technology, engineering, and maths facility at Elgin Library, with an investment of £292,000.
• Manufacturing Innovation Centre: Construction activity advancing at the Forres Enterprise Park, also with an investment of £292,000.
• Cultural Quarter: Development works at Elgin Town Hall and Grant Lodge, which received £266,000.
Over the next year, construction will advance at Elgin Town Hall, the Early Years STEM facility will be completed, and affordable housing works will begin at South Street, Elgin.
Levelling Up Fund (LUF)
The £18 million Levelling Up Fund, which focuses on revitalising Elgin town centre, saw an investment of £596,000 in the first quarter. The majority of this, £504,000, was spent on enabling works at the South Street regeneration site.
Early design work has also commenced on future projects, including:
• The redevelopment of the former Gordon Arms Hotel (M&Co).
• Improvements to Cooper Park, such as upgrades to the pond and café/toilets.
• A package of active travel measures.
The UK Government has provisionally approved an extension to the LUF programme until March 2028, which will allow more time for these transformative projects to be delivered.
