Major Refurbishment Underway At Perth Multi-Storey Flats

Scaffolding is set to rise around a prominent block of flats in Perth as Perth and Kinross Council begins a major structural maintenance programme aimed at preserving and improving its multi-storey housing stock.

The project is designed to ensure the buildings remain wind and watertight, energy-efficient, damp-free, and safe for residents. The work will target both the interiors of communal areas and the exteriors of the blocks, significantly enhancing their appearance and functionality.

The improvement programme will begin with scaffolding installation at 7–51 Pomarium Street in the coming weeks, with completion expected by May 2026. Work on 52–95 Pomarium Street is due to start in August and finish by April 2026. The project will then move to Lickley, Milne and Market Courts, with Potterhill the final block in the schedule.

The refurbishment will include upgrades to external wall insulation, roof coverings, balconies, handrails, walkways, balustrades, passenger lifts, and fire safety systems. These improvements aim to:

• Significantly reduce energy demand

• Improve ventilation to prevent moisture, damp and mould

• Enhance fire safety

• Make homes easier and more efficient to heat

• Reduce carbon emissions and overall energy consumption

• Extend the life expectancy of the buildings

• Improve the visual appearance inside and out

The six blocks, Pomarium, Market, Milne, Lickley, and Potterhill, will be brought up to the Energy Efficiency Standard for Social Housing (EESSH2), as mandated by the Scottish Government's energy efficiency goals.

A consultation programme has been conducted with residents and homeowners. While homeowners are expected to contribute to the cost of the works, the Council has provided various support options, including access to Scottish Government grant funding, flexible repayment plans, and a buy-back option.

Housing and Social Wellbeing Convener, Councillor Tom McEwan, said: "This represents a significant investment for the Council, but the structural maintenance programme is vital for ensuring our multi-storey blocks remain safe, warm, and secure for current and future residents for years to come.

"The work will transform the blocks inside and out, enhancing the environment for both residents and the general population.

"It will massively improve the lives of people who live in the blocks. People who have bought their homes, and landlords, will be required to make a contribution and we have worked diligently to provide a range of supportive options for homeowners, including Scottish Government grant funding, flexible repayment plans and a buy-back option. Our aim is to assist homeowners through this period and help secure the future of their homes."
