Transport Scotland has launched a market consultation to gather views from the construction industry and related sectors on the procurement approach for the remaining sections of the A9 Dualling programme between Perth and Inverness. This follows previous consultations held before the delivery plan announcement in December 2023.
The consultation also seeks input on procurement for the A96 Dualling Inverness to Nairn (including Nairn Bypass) and the A9/A96 Inshes to Smithton projects.
The December 2023 delivery plan indicated that, pending further decision-making in late 2025, the A9 Dualling programme's completion may involve two resource-funded Mutual Investment Model (MIM) contracts, potentially covering the five projects between Killiecrankie and Slochd.
"The further decision-making on the use of Mutual Investment Model contracts for completion of the A9 Dualling programme is a significant decision for the Scottish Government and it is important this is informed by an up to date understanding of the views of relevant market sectors," said Cabinet Secretary for Transport Fiona Hyslop. "This information will also be important for the development of the approach to procuring and constructing both the A96 Dualling Inverness to Nairn (including Nairn Bypass) project and the A9/A96 Inshes to Smithton project. My officials are keen to hear from as many relevant organisations as possible to keep our understanding of their views as detailed and as fresh as possible.”
Transport Scotland is seeking input from:
• Construction contractors interested in NEC4 Design and Build contracts.
• Construction contractors interested in MIM DBFO contracts.
• Operation and maintenance contractors interested in MIM DBFO contracts.
• Senior Debt Lenders interested in financing MIM DBFO contracts.
• Equity Investors interested in equity participation in MIM DBFO contracts.
Organisations wishing to participate should request an Expression of Interest Pro-forma here between February 21st and March 7th, 2025. Eligible organisations will receive an information prospectus and online questionnaires. The deadline for questionnaire submissions is March 14th, 2025. Participants will also have the opportunity for one-on-one meetings with Transport Scotland and its advisors.
