The 'Places, People and Planning' consultation is set to run until Tuesday, 04 April.
A total of 20 proposals have been set out to revamp the system, which will support economic growth, delivery of houses and increase community involvement in planning decisions.
The proposals build on recommendations from an independent review panel, which was set up in 2015 by Ministers to explore potential changes to the planning system.

Key proposals include; aligning community planning and spatial planning; regional partnership working; improving national spatial planning and policy, making better use of resources and innovative infrastructure planning.
Planning Minister Kevin Stewart has urged any parties interested in planning, such as developers, businesses, professionals, local authorities, communities and members of the public, to submit their views before the consultation deadline.
"Planning affects everyone's lives, from making sure we have the right types of homes to driving forward regeneration," he said.
"We need a strong system to support these aims and for long-term economic growth, and we can only achieve that system if we ensure we are taking into account the views of everyone involved.
"I firmly believe Scotland's planners can lead the delivery of great places, empower communities and provide a stable environment for investment through the uncertain times we live in."
