Housing association CALA Homes is to make 12 properties in East Lothian available to applicants on the council's housing list.
The homes at the Gilsland Grange site in North Berwick will be put up for sale 24% - 43% below market value.
Eligibility for properties will be assessed taking into account household income.
Councillor Norman Hampshire said: "We are delighted that a letter has gone out offering tenants on the waiting list the chance to purchase properties at discounts. Hopefully we will be able to match the right people with the right homes."
