The construction of a £21.4m school in the Scottish Borders is likely to be delayed until 2016 due to an EU ruling affecting investment projects across the country.
Planning permission for the new Kelso High School was secured by the council in October 2014.
However, the ruling has affected investment in the Scottish Futures Trust's (SFT) Schools for the Future programme, which is funding the project.
Discussions are continuing between the SFT and the Office of National Statistics to resolve the issue.
