The planning application for Elgin's proposed western link road will be determined by Moray Council's planning and regulatory services committee rather than all 26 members of the full council.
Councillor John Cowe, who chairs the economic development and infrastructure services committee, put forward a motion calling for the application to be considered by full council because it represented a major strategic development for Moray and that all elected members should be involved.
His motion was seconded by Councillor Barry Jarvis.
However, Councillor Douglas Ross moved an amendment that the application should be determined by the planning and regulatory services committee, of which he is chairman. He was seconded by Councillor James Allan.
Councillor Ross argued that other major applications, including flood alleviation schemes, had been dealt with by his committee without recourse to full council.
