"We are very happy to see transport now being dealt with separately and of course we wish Keith Brown all the very best in his new role. Combining housing and welfare makes a lot more sense, although in seeing welfare given a specific status within this Ministerial portfolio we need to be mindful not to raise expectations that the Scottish Government can somehow undo the Coalition Government’s welfare reforms."
