Housing Minister Keith Brown opened a 30-unit new-build development in Leven Street, Alexandria.
Dunbritton Housing Association (DHA) will have nearly 750 properties when all 112 homes in the project are complete.
Mr Brown said this kind of investment would "help boost our economy, through the direct impact it has on construction and jobs and by making more quality homes available."

He said: "I am pleased to open these new homes – everyone in Scotland should live in safe and warm affordable homes that only meet their needs, but support the development of sustainable communities."
He unveiled a plaque along with John O'Connor, convenor of DHA.
Mr O'Connor said the DHA had a waiting list of several thousand but was determined to "do all we can to make inroads into that."
He said: "I am delighted at the quality, location and overall spec of our latest project. It has a good mix of houses, flats and bungalows and it fits so well in to its surroundings."
The next part of the project will be a 14-unit development in Lochgoilhead.
