Proposals for a housing development and nursing home on a former golf course near Gretna have been recommended for refusal by councillors.
Planning Officers from Dumfries and Galloway Council have said the scheme incorporating 200 homes and a 100-bed care unit goes against policies on countryside development.
The housing committee will meet to discuss the proposed scheme on Friday.
Developers Greenbank (IOM) have said the plans have the ability to make Gretna a "significant point of growth" in Dumfries and Galloway.
If the plans get the green light, over £1m will be contributed to the community for education, affordable housing and water infrastructure.
